Parhomenko Vasiliy Mikhailovich was born on October 22, 1947 in Ochakov city,  Nikolaevskiy region in a family of workers. Higher education. A member of the Communist Party of Ukraine.

After secondary school from 1968 to 1969 V.M. Parhomenko was working as an electrician in the Sevastopol city production and technical department of communication. In 1966 entered Sevastopol instrument-making institute for night classes. Since November 1969 was working as a chief mechanic, engineer, chief engineer. In 1972 V.M. Parhomenko graduated from Sevastopol instrument-making institute by specialty of electrical engineer.

From 1975 to 1979 was working at the Sevastopol specialized department N 464 of the trust "Zaporozhelectromontazh" as a chief of the production and technical department.

In 1979 V.M. Parhomenko was assigned as a instructor of the industrial-transport department of Leninskiy district committee of the Communist Party of Ukraine, and then as the chief of the department. In 1983 was assigned to study at the Higher party school at CC of Communist Party of Ukraine. Since 1985 V.M. Parhomenko was the second, then the first secretary of Leninskiy district committee of the Communist Party of Ukraine, the secretary, the first secretary of the Sevastopol city committee of the Communist Party of Ukraine.

More than once was elected as a deputy of the Leninskiy district and Sevastopol city Councils.

Married, has 2 children.
